This article describes a data-based evaluation model for assessing human resource services and policies, recognizing the importance of addressing the equal-employment and job-related dilemmas facing correctional human resource administrators.
Abstract
After reviewing some existing evaluation models, the author focuses on Rossi and Freeman's model, which recognizes the similarity of management and evaluation data needs and sources. The proposed evaluation process under development takes Rossi and Freeman's observation one step further by arguing that it is possible to unify parts of the decision making processes of the two knowledge-seeking endeavors; management and evaluation thus become closer than previously has been the case. Under this process, a multi-modal evaluation model for equal employment opportunity and personnel sections might be composed of the following data sources: official data, staff survey, focus group, interview, and observation and participation. Two models of reporting results are relevant to this research: periodic and ad hoc reporting. Periodic reports present a specified set of information that reflects agency process and experience within a designated time. At times, it is likely that agency officials may want to know something more specific or more theoretical about the equal employment opportunity/personnel department operations or issues that is not contained in a periodic report. Such information would be contained in an ad hoc report and would be generated as needed. 21 references
