The primary objective of such programs is to "affect the attitudes and thence the behavior of police officials, so that they deliver effective policing which is at the same time lawful and humane." Part One, "The Context," contains three sections on essential introductory matters that provide the conceptual framework necessary for understanding the rest of the manual and the programs based on it. The sections address the professional context of human rights programs for police, the international context (international human rights and humanitarian law), and the democratic context (the dependence of human rights, democracy, and the rule of law upon each other). Part Two, "The Standards," contains three sections that deal with the international human rights and humanitarian standards relevant to policing. The sections focus on police powers and respect for human rights, police functions and the protection of human rights, and the realization of human rights through leadership and enlightenment. The two sections of Part Three contain a role-play exercise (taking up to half a day to perform) that is recommended for use in programs based on the preceding sections of the manual. The four sections in Part Four describe ideas for workshop elements to be incorporated into programs derived from this manual.
