Chapter I explains the project's methodology, discusses the principles that guided development of the proposed model code, addresses definitions used in the proposed code, and explains the uses and limitations of the proposed model code and other materials generated by the project. Chapter II addresses statutory and constitutional issues that may affect States' formulation and enforcement of juvenile handgun codes; and Chapter III profiles and analyzes States' existing juvenile codes. Chapter IV presents the proposed model juvenile handgun code and commentary, as well as related analyses. The proposed code focuses on definitions, possession, exceptions, liability for transfer to juveniles, and gun-free schools. Chapter V discusses issues related to the adjudication and disposition of juveniles alleged to have violated juvenile handgun code provisions; and Chapter VI discusses observations and recommendations of the resource group that pertain to research, code implementation, and firearms regulation in general.
