This monograph summarizes key information from the five State Strategic Plan Development Conferences held during March and April of 2000; these conferences were designed to introduce States to the level of effort and the types of information required for threat, risk, and needs assessments in the context of a statewide domestic preparedness program.
Abstract
These conferences were held in conjunction with the fiscal year 1999 State Domestic Preparedness Equipment Program of the Federal Office for State and Local Domestic Preparedness Support (OSLDPS). The first day of each conference began with an overview of the history of OSLDPS, its mission, and available programs and resources. This was followed by a briefing on the State Domestic Preparedness Equipment Program, which focused on the development of the capabilities and needs assessments and 3-year statewide domestic preparedness strategies required of program participants. The second day of each conference began with a report from each of the three breakout groups. This was followed by a detailed briefing that addressed the online submittal process for the statewide strategy, assessment data, and other required information, as well as a discussion of the technical assistance available from OSLDPS to support this process. Each conference concluded with an open discussion period. The conference briefing summaries presented in this monograph focus on the OSLDPS program overview, needs assessment and strategic plan requirements, capabilities and needs assessment breakout session, threat assessment breakout session, public health assessment breakout session, online submittal procedures, and OSLDPS technical assistance. Answers to frequently asked questions at the conferences focus on general program issues, online submittal procedures, capabilities and needs assessment, threat assessment, and public health assessment.
