The strategy also focuses on dealing effectively with the offenders who account for a disproportionate amount of offending, dealing effectively with adult criminals, and addressing the needs of victims and witnesses. Recorded crime has declined over the last six years in England and Wales, but this area remains the most crime-prone area in Western Europe across a wide range of offenses. Underlying economic and demographic pressures over the next 3 years will require further efforts to reduce the levels of crime. Improving personnel performance involves setting clear 5-year targets for improvement; providing strong leadership, support, and scrutiny at the national level; providing clear information to the public; and providing new resources, tools, and technology. Further actions will include improving approaches to juvenile offenders, investing more in inmate drug treatment and improved literacy skills and job prospects, and improving victim services and protection and support for vulnerable victims and witnesses.
