Sources of information for the study were interviews with offenders regarding where they obtained their guns; analysis of trace data recorded by the Bureau of Alcohol, Tobacco, and Firearms (ATF); and the analysis of ATF data from illegal-firearms investigations. Interviews with criminals regarding the sources of their firearms showed that one-third were obtained from theft, and most of the remainder of the weapons were obtained from family or friends and "straw" purchases (having a friend or family member make a legal purchase of a firearm and then transfer the weapon to the offender). Analysis of ATF trace data on firearms found that firearms were rapidly diverted from legitimate retail purchases to use in criminal activity within 1 year of the purchase, suggesting a quick change of hands after the retail purchase. An analysis of ATF investigations showed that sources of illegal firearms were "straw" purchases, unlicensed sellers, guns shows, and thefts. Investigations also found that there are organized groups involved in firearms thefts from various sources. Seventy-eight percent of the investigations involved the use of new guns in crimes. The research suggests that supply-side interventions can be effective by focusing on point sources; however, research must be done to determine whether specific intervention strategies are effective in reducing criminals' access to guns.
