The report analyzes the records of 805 youth released from the Hawaii Youth Correctional Facility (HYCF) during the years 1995-1999, and the records for a subset of these youths, 370 cases released during Fiscal Years 1996-1998. It also analyzes records covering a 2-year period following each youth's last release within the study period to calculate recidivism rates based on rearrests, reconvictions, and reconfinements at either HYCF or a secure adult facility. Of the 805 youths released between 1995 and 1999, 83.4 percent were males. Females were more likely to have suicide risk indicators and to have escaped or run away from home or residential placements. Hawaiian/part-Hawaiians accounted for nearly half of the youths released. The greatest proportion of youths were committed during their ninth grade school year. A total of 82.2 percent of released wards were rearrested during the 2-year study period, 57.3 percent were reconvicted, and 32.2 percent were reconfined at either HYCF or a secure adult facility. The report describes as key findings the high recidivism rates and the fact that the rates increased since a 1984 study. In addition, because different methodologies were used in the two studies, recidivism may actually have increased more than is reported in this study. Notes, tables, figures, references
