In reviewing the role, function, periodicity, duration, and rules of procedure of the United Nations congresses on the prevention of crime and the treatment of offenders, this report outlines the various issues and activities that should be discussed and conducted at such congresses. Among other activities, these congresses should provide for the exchange of views between states, intergovernmental organizations, nongovernmental organizations, and individual experts who represent various professions and disciplines. Further, the congresses should provide for the exchange of experiences in research, law, and policy development, as well as the identification of emerging trends and issues in crime prevention and criminal justice. Also included in this report is an outline of the draft Plan of Action for the implementation of the Vienna Declaration on Crime and Justice during the period 2001-2005. On December 4, 2000, the U.N. General Assembly endorsed the Vienna Declaration adopted by the Tenth United Nations Congress on the Prevention of Crime and the Treatment of Offenders. Also included in this report are the rules of procedure for the U.N. congresses; a review of the role, function, periodicity, and duration of the U.N. congresses; the organization of the Tenth Congress; and action required for the Commission on Crime Prevention and Criminal Justice regarding the Vienna Declaration. 2 notes
