This manual contains voluntary standards for the Virginia law enforcement community that have been approved by the Virginia Law Enforcement Professional Standards Commission and constitute the criteria for accreditation of a law enforcement agency in the State.
Abstract
The goal of the Virginia Law Enforcement Professional Standards Commission is to make available a framework whereby the Virginia law enforcement community is provided a voluntary, relatively cost-free accreditation program that is comprehensive, obtainable, and based on standards that reflect professional service delivery. The standards presented are divided into four general subject areas: administration, operations, personnel, and training. Administration covers those law enforcement operations that constitute the daily management of the organization. These standards address the agency mission, goals, and public service role. The standards on operations cover those areas in which direct service delivery is most often found. Patrol, criminal investigations, and court security are examples of areas covered in these standards. Personnel standards encompass subjects that involve areas of policy that govern the employment and career opportunities as well as the work environment. Subjects such as selection and hiring, performance evaluations, and discipline are covered in these standards. Training standards pertain to the content and quality of the training provided to an agency's personnel.
