The Office of Children and Family Services (OCFS) is responsible for improving the integration of services for New York's children, youth, and other vulnerable populations; promoting their development; and protecting them from violence, neglect, abuse, and abandonment. The Office provides technical and fiscal support to and the supervision and oversight of local social services district, youth bureau, and direct-service providers. The Office invests over $3.5 billion annually to support program services that range from general youth development to child protective services and out-of-home placement. Further, the Office provides residential and aftercare services to youth adjudicated in either family or adult court. This report provides a statistical overview of all youth in the custody of the Division of Rehabilitative Services of the Office of Children and Family Services during 1999. It includes data on residential and nonresidential services, foster care, and OCFS-placed youth served in voluntary agencies.
