This article presents principles of systemic reform that can guide correctional education staff in improving educational services for inmates with learning disabilities (LD).
Abstract
The term "LD" refers to a broad array of disorders, including disorders in one or more of the basic processes involved in understanding or using spoken or written language. Determination of the presence of LD in an individual must be made by a professional clinician or diagnostician licensed to administer psycho-educational test batteries. An emerging trend in adult literacy programs is systemic reform aimed at enhancing services to adults with LD. Systemic reform embodies three integral components: the promotion of ambitious outcomes for all learners; the alignment of policy and action to promote such outcomes; and the restructuring of the governance system to support improved outcomes. Steps to systemic reform of literacy programs for offenders with LD include the following: bring all the stakeholders together to create a shared vision and develop an action plan; enlist administrative support; provide meaningful and ongoing professional development opportunities; identify resources; and continuously monitor and improve the change process. 20 references
