The paper is based on interviews provided by law enforcement, motor vehicle traders, issuance representatives, and a few offenders. The authors identified some of the fundamental characteristics of the market for stolen parts as well as the relationships between the buyers and the sellers, and the movement of these parts from theft to the end product. The authors conclude that more time and resources invested into research would not only lead to a greater understanding of characteristics and dynamics of this illicit market, but can provide worthwhile information to counteract the trade. Such information is essential to developing appropriate policies for prevention and to helping law enforcement agencies target areas that are vulnerable as well as those specializing in stolen vehicle parts. 1 figure, 1 table, and references.
