This document describes the State Strategy Technical Assistance program.
Abstract
This program is a component of the State and Local Domestic Preparedness Technical Assistance Program administered by the Office for Domestic Preparedness (ODP). It was developed to assist States in meeting the needs assessment and comprehensive planning requirements under the ODP State Domestic Preparedness Equipment Support Program. The purpose is to assist States in developing and implementing a 3 year state strategy for the enhancement of jurisdictional preparedness for a weapons of mass destruction (WMD) terrorist incident. The program goals are to: (1) enhance the State and local jurisdiction’s understanding of the assessment process; (2) enhance the State and local jurisdiction’s ability to conduct assessments; and (3) enhance the State’s ability to develop a 3 year State strategy. The first program goal, understanding and implementing the assessment process, is designed to provide an overview of the assessment process, including an in-depth comprehension of each of the assessments. The second, conducting assessments at the jurisdictional level, provides an understanding of threat and risk assessments of the jurisdiction’s vulnerabilities for a terrorist incident. The third, developing a state strategy, assists States in analyzing and interpreting data, applying assessment data to the development process, and completing a State strategy. Each session is available as on-site state-specific assistance and is available for delivery to State and local jurisdictions in a variety of different settings, such as advisory, conference, and training. Technical assistance available from ODP is provided without charge to a requesting State or local jurisdiction.
