Abstract
The Nunn-Lugar-Domenici Domestic Preparedness Program (NLD-DPP) provides training, exercises, and equipment support to enhance the capacity of State and local emergency responders and support agencies to prepare for and respond to terrorist incidents involving weapons of mass destruction (WMD). The Department of Defense (DOD) initiated the program in 1997 in response to congressional direction, identifying 120 of the nation’s most populous cities for participation in the program. DOD completed delivery of all program elements to 68 of the 120 cities and initiated program activities in 37 additional cities before program responsibility was transferred to the Department of Justice (DOJ) in 2000. DOJ, through the Office of Domestic Preparedness (ODP), will complete delivery of remaining program activities to those 37 cities, as well as provide a complete program of assistance to each of the 15 remaining cities not initiated by DOD. Assistance to other cities not selected for participation in the NLD-DPP will be provided through training, exercise support, and funding for equipment available to the States for implementation of their statewide domestic preparedness strategy. Some of the cities who have received training, three exercises, and training equipment are Albuquerque, New Mexico; Baltimore, Maryland; Chicago, Illinois; Dallas, Texas; El Paso, Texas; Los Angeles, California; New York City, New York; Philadelphia, Pennsylvania; Salt Lake City, Utah; San Francisco, California; and Washington, D.C. Some of the cities to complete training and exercise are Akron, Ohio; Garland, Texas; Hialeah, Florida; Jackson, Mississippi; Las Vegas, Nevada; Madison, Wisconsin; Richmond, Virginia; Rochester, New York; Syracuse, New York; and Tacoma, Washington. Some of the cities who have received no program activities are Amarillo, Texas; Huntsville, Alabama; Irving, Texas; Knoxville, Tennessee; Orlando, Florida; Springfield, Massachusetts; and Warren, Michigan.
