The kit advises that the problems faced by children, youth, and families in a community -- such as youth violence, poor school performance, children without caring parents, and the lack of opportunity for constructive development -- are complex and broad. The core lesson to be learned from communities that have effectively addressed such problems is that partnerships hold the key to success. Partnerships among community-based organizations, local government agencies, the business community, neighborhood organizations, and individuals are required to effect the needed positive change in factors that negatively impact children, youth, and families. Topics discussed in this kit include the need to forge different partnerships for different tasks, expanding partnerships around a common focus, and the various structures for cooperation. Practical guidelines are then presented for developing a community partnership. Topics covered include how to get a partnership started, the first meetings of the partnership, preparing the partnership for action, taking action, and maintaining momentum. Two case studies illustrate how two different types of community partnerships achieved success.
