This is a comprehensive report prepared by the government of Australia reviewing the effectiveness of government services.
Abstract
The report reviews the efficacy of governmental programs and services as administered by the Australian government. Services reviewed are divided into six categories: education, health, justice, emergency management, community services, and housing. Education, health, and justice are located in Volume I and emergency management, community services and housing programs are reviewed in Volume II. The report was compiled by the Steering Committee for the Review of Commonwealth/State Service Provision. Since 1993, the Steering Committee has been producing this report on an annual basis. The information compiled is contributed by over 80 government agencies. The report's goal is to provide information concerning program effectiveness and efficiency and also provide comparative performance measurements for programs, as applicable. In addition, expenditure and budgeting information is also presented. The report outlines for each of the six major categories the basic expectations for those services, the funding and expenditure patterns for those services, the size and scope of the operations, an overview of program goals and outcome measures, and information on specific programs within each category. Major programmatic areas considered under educational services included school education and vocational training programs. Major programmatic areas reviewed in the area of health included the performance and services of public hospitals, the performance and services of physicians and the overall health management services provided by the Commonwealth including reviews of mental health and breast cancer programming. In the area of justice administration, the Committee reported on services in three major areas: police services, court administration, and corrections (corrective services). The emergency management report provided an overview of overall emergency management services, ambulance services and fire services. For the community services report programmatic areas reviewed included social services for the elderly, services for the disabled, children's services in general, and specific discussion of child protective, and child welfare services. For the housing category highlighted services included an overview of housing assistance programs and a review of housing assistance policy. Glossary, references, charts, appendices
