This manual presents the policies, rules, and procedures for the Miami-Dade County Division of School Police, which is responsible for providing law enforcement services to the public schools of the county.
Abstract
The primary objective of the Division of School Police is "to enforce the law and School Board policy on Miami-Dade County public school property in a fair and impartial manner, recognizing both the statutory and judicial limitations of police authority and the constitutional rights of all persons." Functional objectives of the division are to prevent and deter crime, apprehend offenders, recover and return property, and provide public service in routine and emergency situations. In addition to general provisions and objectives, policy statements in this manual pertain to the personal conduct of officers, community relations, community affairs, law enforcement operations, administration, and support services. The section on "Rules" encompasses definitions, general conduct and responsibilities, general conduct on duty, order, the use of force, warning shots, activity off-duty, police-community relations, public activities, and media relations. Following a section on "Organization," the manual presents procedures for arrest and the management of crime victim witnesses, prisoners, the use of force, prisoner transportation, property, and evidence. Procedures are also specified for computerized information systems, records and identification information, crime scene processing, legal assistance, and polygraph examinations.
