This is the 2000-2001 Annual Report of the International Centre for Criminal Law Reform and Criminal Justice Policy, which is a Canadian-based institution affiliated with the United Nations in the Centre's mission to promote the rule of law, human rights, democracy, and good governance.
Abstract
The Centre fulfills its mission by contributing to local, national, and international efforts to achieve law reform and improve the administration of justice. The Centre conducts research and policy analysis; undertakes the development and delivery of technical assistance programs; and provides public information, consultation, and education that relates to the international field of criminal law, criminal justice policy, and crime prevention issues. Further, the Centre facilitates the exchange of information and expertise in support of the Canadian Government in both its national and foreign policy objectives in relation to crime prevention, criminal justice, and human rights. In 2000-2001, the Centre has continued to work in close collaboration with the United Nations Crime Prevention and Criminal Justice Program, particularly the Convention on Transnational Organized Crime and the Protocols. In collaboration with the Network of Institutes, the Centre's Corrections Program was active in supporting the ongoing efforts to implement United Nations standards and norms. During the past year, the Centre has been involved in the creation of a Permanent International Criminal Court as part of its commitment to hold individuals accountable for war crimes, genocide, and crimes against humanity. In the area of research and evaluation, the Centre completed a review of the progress of the implementation of the Violence Against Women Convention for the Organization of American States. Other activities included research on marijuana operations in British Columbia and technical assistance to law reformers in China. This Annual Report includes an outline of the priorities for Centre activities over the next 3 to 5 years. A financial summary and a list of reports and publications of the Centre are included as well.
