The critical issue in Utah for 2002 was identified as binge drinking, especially among the college-age population. Statistics are offered on the prevalence of binge drinking and its deleterious effects. Plans to address the problem include collaborations among service providers, universities, and State-run institutions. The remainder of the report is organized into five sections: prevention, treatment, criminal justice, local substance abuse authorities, and resources. The first section on prevention details the efforts that Utah is making in the way of preventing substance abuse problems among its population. Information on substance abuse from the National Household Survey on Drug Abuse is presented to provide a perspective on the problem. Also included in this section is a brief summary of legislative actions in Utah concerning driving under the influence. The prevalence of so-called club drugs and the incidents of sales of tobacco to underage smokers are also presented. The second section on treatment efforts in Utah provides statistical information on the need for substance abuse treatment, types of treatment admissions by area, and primary substance of abuse. Demographic information is provided about substance abusers, including their criminal histories and treatment outcomes. The third section presents Utah’s criminal justice response to substance abuse. The operation of Utah’s drug court and the collaborative interventions designed for drug abusing offenders is outlined, as is the use of the Arrestee Drug Abuse Monitoring Program (ADAM). Section four presents information and statistics concerning the local substance abuse prevention and treatment programs operating throughout Utah. Finally, section five offers resources concerning substance abuse treatment, such as contacts for Utah Family Centers and local substance abuse treatment programs.
