This guide presents issues relevant to planning, implementing, assessing, and improving community youth employment programs.
Abstract
The purpose of this guide is to help community leaders accomplish four main objectives: (1) learn what effective youth employment programs do and how to assess local programs, (2) learn about the three main funding sources for youth employment programs, (3) learn how to advocate for public funding, and (4) learn how to involve youth in the planning and implementation of youth employment programs. The guide was designed for community members, groups, and organizations that want to learn more about delivering quality youth employment programs in their area. Section 1 of the guide discusses youth development and the important skills youth should attain to help them become successful adults. This section also describes the types of activities that youth programs should consider and refers readers to additional resources that will help with the improvement of current programs and the planning and implementation of new programs. Section 2 presents a discussion of the Workforce Investment Act, which governs the Department of Labor’s job training funds. Section 3 discusses issues related to the Temporary Assistance for Needy Families (TANF), which provides public welfare assistance and is also available for services and programs serving eligible youth. Section 4 presents information about State Education Assistance, which provides monies to help pay for all aspects of a public education. Additional resources on the various topics are provided throughout the guide.
