In 2001, 32 percent of the sentences imposed for indictable offenses were community sentences, compared with 30 percent in 2000. A decline in the number of presentence reports was more than offset by an increase of 6,800 in specific sentence reports. Twenty-one percent of the presentence reports did not contain a sentence recommendation. The number of offenders beginning community sentences under supervision of the Probation Services in 2001 was similar to 2000 (52,000). The number of offenders who began the recently introduced Drug Treatment and Testing Orders increased steadily during the year; 4,400 of the orders began during 2001. The proportion of community sentences given to offenders with no previous convictions continued to increase; 51 percent of the offenders beginning a community punishment order (CPO) during the year had no previous record. A total of 49,200 offenders began either prerelease or postrelease supervision during 2001, 6 percent fewer than during 2000. Ethnic minority groups composed 11 percent of the offenders who began community orders in 2001. Of the 341 probation violations reported during the year, 162 resulted in convictions for offenses, with 61 cases pending. At the end of 2001 there were 16,600 probation personnel, 4 percent more than the previous year. The number of probation officers in training doubled during the year.
