Article 1 explains extradition between contracting states on the commission of principal offenses as a perpetrator but also to the attempt to commit any of the offenses, the participation as an accomplice, and the organizing the perpetration of or directing others to commit or attempt to commit principal offenses. Article 2 states that when a contracting state that makes extradition conditional on the existence of a treaty receives a request for extradition from another contracting state with which it has no extradition treaty, the requested contracting state may consider this convention as a legal basis for extradition. Article 4 states that nothing in this convention shall be interpreted as imposing on the requested state an obligation to extradite if the person subject of the extradition request risks being exposed to the death penalty, life imprisonment, or life imprisonment without parole. Article 12 states that amendments to his convention may be proposed by any contracting state, or by the Committee of Ministers. Article 13 states that proposals for amendment shall only concern treaties concluded within the United Nations Organization dealing specifically with international terrorism. Article 17 states that there shall be a Conference of States Parties against Terrorism (COSTER) that will be responsible for ensuring the effective use and operation of this Convention including the identification of any problems. The COSTER will also be responsible for the exchange of information on significant legal and policy developments pertaining to the fight against terrorism, and the preparation of opinions in the areas of the fight against terrorism. The COSTER shall be composed of one expert appointed by each of the contracting states and will meet once a year on a regular basis. The COSTER will adopt its own Rules of Procedure.
