This project is managed by the National Security Council of Georgia and includes several tasks designed to determine the causes and nature of the threats as well as the development of tools to combat them. Over the past 10 years, Georgia's complex geo-political position has made it a target for terrorism, the drug business, and religious fundamentalism. Aggressive separatism by much of the population has been inspired and directed by the intelligence and security services of foreign states. The Georgian Government has sought the cooperation of the U.N. Counter Terrorism Committee in the development of antiterrorist programs. Georgia has developed a draft program entitled "Early Detection and Advance Modeling of the Terrorism Threats with a View to Guaranteeing the Security of the Eurasia Corridor." Such advanced modeling of threats enables the development and implementation of the most efficient countermeasures and the development of the most appropriate organizational and structural responses. Georgia's primary strategic goal is to build an independent, democratic, and peaceful state that is capable of having an important role at the crossroads of Europe and Asia by developing and reinforcing multilateral relations between the East and the West, the North and South. In promoting the security of the Eurasia Corridor, Georgia has identified the principal tasks as identification of the political, social, and ethno-political backgrounds and nature of the threats; creation of a monitoring system for the Georgia part of the Eurasia corridor; creation of the legal and confidential databases concerning terrorists and their organizations located close to Georgia; monitoring of the terrorist environment; and modeling the measures for early detection of the threats and devising countermeasures.
