The High Intensity Drug Trafficking Area (HIDTA) Program provides Federal resources to those areas to help eliminate or reduce drug trafficking and its harmful consequences. HIDTA-designated counties comprise approximately 13 percent of United States’ counties, present in 43 States, Puerto Rico, the United States Virgin Islands, and the District of Columbia. Following the presentation of a map illustrating the location of the various HIDTA's, the report offers summaries of Appalachia, Atlanta, Central Florida, Central Valley California, Chicago, Gulf Coast, Hawaii, Houston, Lake County, Los Angels, Midwest, Milwaukee, Nevada, New England, North Florida, North Texas, Northern California, Northwest, New York/New Jersey, Ohio, Oregon, Philadelphia/Camden, Puerto Rico/United States Virgin Islands, Rocky Mountain, South Florida, Southeast Michigan, Southwest Border, and Washington/Baltimore HIDTAs’ missions and results for the year 2003. For each of the 28 areas designated as HIDTA's, this report indicates the year the area was designated as a HIDTA, the geographic responsibilities for the HIDTA, its mission statement, a threat abstract, and a strategy abstract. Additional information for each of the area HIDTA's includes initiatives, information concerning the HIDTAs’ investigative support center, a listing of participating agencies, and significant achievements for each HIDTA for the year 2003. Tables, graphs, and charts illustrate various statistics for many of the HIDTA's discussed throughout this report. Following the summaries of achievements for each of the 28 area HIDTA's, the report presents a description of various awards received by participating members of the National HIDTA's for the year 2003.
