This document provides an analysis of Hawaii’s Index Crime rate for 2002.
Abstract
The Index Crime rate increased considerably in 2002, up 12.2 percent from the rate reported for 2001. This marks the third consecutive annual increase since 1999, when the crime rate was at a record low level. A total of 75,238 Index Crimes were reported statewide, yielding a rate of 6,043.7 offenses per 100,000 resident population. The rate of reported violent Index Crimes increased 2.7 percent and the property Index Crime rate rose 12.7 percent. The total, violent, and property Index Crime rates were, respectively, 4.6 percent, 0.8 percent, and 4.7 percent below the rates reported a decade earlier (1993). In 2001, Hawaii was ranked 3rd highest in the United States for the total Index Crime rate, 42nd highest for the violent Index Crime rate, and 2nd highest for the property Index Crime rate. Perennially driving the State’s high property and total Index Crime rates is the offense of Larceny-Theft, for which its rate was ranked highest in the Nation. There was a 44.5 percent increase in motor vehicle theft rate in 2002. Murder and forcible rape rates decreased 26.9 percent and 10.5 percent, respectively. The robbery rate increased 4.2 percent and the aggravated assault rate rose 6.1 percent. Based on the proportion of arrests to reported offenses, the total clearance rate for reported Index Crimes fell from 12.4 percent in 2001 to 10.5 percent in 2002, reaching a record low level. Adult arrests comprised 72 percent of all Index Crime arrests; juvenile arrests accounted for 28 percent. Statewide juvenile Index Crime arrests reached their fifth consecutive annual record low level in 2002, with 2,499 arrests reported statewide. Twenty-four murders were reported statewide, down from 32 reported in 2001 and tying the record low set in 1999. Females comprised 33.3 percent of the murder victims and 5 percent of the alleged offenders. Just over $69 million in property was reported stolen during 2002. In 2002, 252 assaults on police officers were recorded, tying the record low tally reported in 2001. 4 appendices
