Managers must be familiar with the plan their agencies have in place for responding to various terrorist events. Further, the manager must ensure that employees have a clear understanding of the actions to take in an emergency. The plan should be repeatedly reviewed and rehearsed with employees. This brochure provides guidance on actions managers can take prior to, during, and following an attack that involves chemical or biological weapons. Prior to an attack, managers should ensure that kits are available to facilitate survival over a reasonable period of time under various kinds of threats; encourage employees to engage in preparation for family members in the event they are killed or injured in an attack; and determine whether personal protective equipment should be available for employees. During an attack, it is the responsibility of the manager to follow local emergency operations procedures, assume control of responses, monitor employee reactions, and modify existing rules that are impractical in a specific situation. In dealing with the repercussions of a terrorist attack, managers should follow the directions of local emergency responders, determine the follow-up activities required by the agency, keep in touch with employees, and be available to help employees and their families.
