This discussion guide, which outlines the substantive items included in the provisional agenda of the Eleventh United Nations Congress on Crime Prevention and Criminal Justice, is intended to stimulate discussion of issues of major concern, so as to identify the main policy options for consideration and action by the Congress.
Abstract
The main theme of the Eleventh Congress is "Synergies and responses: strategic alliances in crime prevention and criminal justice." The agenda of the Congress lists the following topics: effective measures to combat transnational organized crime; international cooperation against terrorism and links between terrorism and other criminal activities; threats and trends in corruption; economic and financial crimes as challenges to sustainable development; and making standards for crime prevention and criminal justice work. The discussion outline for effective measures to combat transnational organized crime addresses the implementation of the U.N. Convention Against Transnational Organized Crime and its three protocols (trafficking in persons, smuggling migrants, and firearms); effective strategies to combat money laundering; the use of explosives by organized criminal groups; combating computer-related crime; kidnapping and organized crime; illicit trafficking in protected species of wild flora and fauna; theft of and trafficking in cultural property; and organized crime in post-conflict situations. Discussion topics pertinent to international cooperation against terrorism and links between terrorism and other criminal activities are as follows: incompatibility among national legal systems and between national legal systems and international agreements, as well as measures for strengthening international cooperation. Discussion topics related to threats and trends in corruption are the ratification of the U.N. Convention Against Corruption, institution-building, corruption prevention measures, effective enforcement against corruption, international cooperation for combating corruption, asset recovery, and technical assistance activities. The discussion of economic and financial crimes focuses on their impact on sustainable development and their prevention and control. The discussion of the implementation of U.N. crime-prevention and criminal-justice standards considers promotion of the use and application of the standards and norms, as well as ways to improve their implementation. The scope, objectives, and discussion questions are also outlined for each of the following Congress workshops: enhancing international law enforcement cooperation, enhancing criminal justice reform, strategies and best practices for crime prevention, measures to combat terrorism, measures to combat economic crime, and measure to combat computer-related crime.
