This report presents the New Zealand Ministry of Justice’s strategic directions and financial forecast through fiscal year 2004/05, ending June 30, 2005.
Abstract
Part A of the report presents the strategic directions for the Ministry of Justice over the next 3 to 5 years, which focus on the environment; the role of the new Ministry within the justice sector; long-term and intermediate justice sector outcomes; the relationship between government goals and justice sector outcomes and the Ministry’s services; the Ministry’s contribution to the justice sector’s intermediate goals; and the Ministry’s inherited capability issues and risks. By 2004/05, the Ministry is committed to establishing and running the Supreme Court, implementing evidence recording within courts, and upgrading the information technology infrastructure of courts. The three key focus areas include the (1) enhancement of the Ministry’s strategic leadership role within the justice sector, (2) delivery of effective and efficient services, and (3) improvement of the justice system through policy review and implementation, particularly through legislation designed to effectively recover the proceeds of crime. Part B presents the financial forecast of the Ministry of Justice and includes an overview; a statement of outputs by classes, costs, and contributions; forecast financial statements for the 2004/05 financial year; and a statement of accounting policies. The financial overview indicates a budget of $679.878 million, allocated to three votes -- Vote Justice, Vote Treaty Negotiations, and Vote Courts. The statement of outputs offers information by Vote Justice, Vote Treaty Negotiations, and Vote Courts, and indicates sector outcomes, Ministry intermediate outcomes, and output cost. Part C offers other information, such as a description of non-departmental output classes; a table of the courts, tribunals, and other authorities supported by the Ministry; the location of Ministry offices; and a list of contacts.
