Part I of the guide, "Establishing or Enhancing a Volunteer Program," contains sections on the benefits of using volunteers in law enforcement agencies, the current state of volunteerism, building a volunteer program infrastructure, recruitment, selection and management, training, recognition of volunteers, assessment, and organizations and resources. Part II, "Profiles of Volunteer Programs," describes the components of 26 law enforcement volunteer program. In addition to a brief description of each program, information is provided on the size of the population served, the number of sworn employees, the number of volunteers, and the contact person. In each case, the program described is only one component of the agency's larger volunteer enterprise. These programs allow agencies and officers to focus on policing and enforcement functions by providing supplemental and/or support services. Such programs also create valuable links between law enforcement agencies and members of the community. Part III of the guide contains sample forms, handbooks, and policies from law enforcement agencies with registered VIPS (Volunteers in Police Service) programs.
