The report encompasses features of school-based programs for elementary-age children and those for high-school students, as well as community-based programs for older, out-of-school youth. Lessons learned from these programs were drawn from field visits, with observations and recommendations for addressing difficult public policy and implementation challenges that typically face OST. The first chapter summarizes insights and primary lessons learned from this 3-year study, followed by a chapter that presents an overview of issues in OST programming, policy, and strategies, including the roles and responsibilities of government, funding and sustainability, intermediaries and advocates, the relationship between OST programming and academic achievement, and issues of local implementation. The third chapter describes two OST school-based models, community schools and Beacons, before focusing on the benefits that OST programs have for schools and communities. The final chapter describes a number of programs, both school-based and community-based, that serve older youth. 39 references
