The Regional Information Sharing Systems (RISS) Program is a federally funded nationwide network serving local, State, Federal, and tribal law enforcement agencies throughout the United States. RISS consists of six regional centers (Middle Atlantic-Great Lakes Organized Crime Law Enforcement Network-MAGLOCLEN, Mid-States Organized Crime Information Center-MOCIC, New England State Police Information Network-NESPIN, Rocky Mountain Information Network-RMIN, Regional Organized Crime Information Center-ROCIC, and Western States Information Network-WSIN) addressing regional needs of the member agencies and providing services and products that are national in scope and significance. The six regional RISS centers are experiencing increased demands for their services, technology infrastructure, and resources to meet the needs of law enforcement member agencies investigating and prosecuting major criminal activity, including terrorism. RISS is required under Federal guidelines to implement three service components: information sharing, telecommunications, and analysis. RISS operations and management activities and current information on membership and service activity are summarized for 2001. Services provided by the RISS centers to their member agencies during 2001 include: (1) information sharing; (2) RISSLeads--a secure bulletin board system for posting information, chats, and conferences; (3) RISS databases--the intelligence database and the criminal intelligence databases; (4) analytical services; (5) telecommunications; (6) investigative equipment; (7) confidential funds available to member services; (8) information sharing and training conferences; and (9) other support services.
