Presided over by Kareemah Abdullah, the Deputy Director of Training and Technical Assistance for the National Coalition Institute, the videocassette explains the drug testing process and applicable legalities; it provides statistics and reviews research findings on student-based drug testing; it answers questions regarding implementation and funding; and it identifies the pros and cons of random student-based drug testing. Following a brief introduction, an interview with John Walters, the National Drug Czar, is presented in which he discusses the effectiveness of random student drug testing. A panel discussion follows, involving Daniel Stubbs, former NFL athlete and current President of the Southeast CSS Test, Inc., Chris Steffner, Principal of Hackettstown High School, and Lee Rush, Director of the National Student Assistance Association. The panel discussion focuses on school and community issues, including issues of privacy, the deterrent effect of random student drug testing, and how to implement student-based drug testing. A second panel, consisting of William Judge, Director of Litigation Support for the Drug-Free Schools Support Network, and David Evans, Executive Director of the Drug-Free Schools Coalition, focuses on how to set up student-based drug testing programs, including the applicable legalities. Judge and Evans discuss recent research concerning the effectiveness of random student drug testing, the flexibility of implementing student drug testing programs that are responsive to community needs, and general guidelines for any drug and alcohol testing process. Finally, all the panelists are brought together to answer questions from viewers across the country. Questions focus on what to include in written policies, privacy concerns, implementation concerns, and funding issues. Overall, a strong case is made for the deterrent effect of random student-based drug testing.
