This annual report presents comprehensive information on the United States adult correctional systems and the Correctional Service of Canada, specifically inmate population, correctional facilities, programs, probation and parole, budgets, and staff for fiscal year 2002.
Abstract
This annual report presents comprehensive data obtained from a survey questionnaire to State and Federal correctional agencies in the United States and Correctional Service of Canada, as well as probation and parole agencies in the United States and the Canadian National Parole Board for fiscal year 2002. Completed questionnaires were received from all 50 States, the District of Columbia, and the Federal Bureau of Prisons, and the Correctional Service of Canada. Completed questionnaires were received from 18 probation agencies and 33 probation agencies from the United States, the District of Columbia, the Administrative Office of U.S. Courts, and the Canadian National Parole Board. Correctional system information was reported on inmate populations, facilities, budgets, programs, facility staffing, and on probation and parole populations, budgets, programs, and staff. Report highlights include: (1) on January 1, 2002, State and Federal jurisdictions reported 1,253,154 prisoners; (2) State incarceration rates ranged from 800 prisoners to 127 prisoners per 100,000 United States citizens; (3) the average estimated cost per bed for new prison construction ranged from $6,098 to $180,000 as of January 1, 2002; (4) correctional agency budgets for 2002 ranged from over $5 million to under $25 million; and (5) 33,806 correctional officers left employment in 2001.
