This article proposes a rubric for developing a comprehensive school discipline system and for strengthening a school climate.
Abstract
The standard for school quality involves maintaining a safe, orderly, civil, and positive learning environment that is free from hazing, harassment, and bullying, based on sound instructional and classroom management practices and clear discipline policies that are consistently and effectively enforced. The rubric has the elements of "exploration," "transition," and "implementation" under the following categories of the school climate: policy, school community involvement, professional development, curriculum, support and referral system, school and classroom management practices, and instructional practices. For each of the components of school climate, "exploration" refers to the topics for research and discussion that might be conducted prior to making changes in the particular component of school climate. The "transition" element refers to the planning activities necessary before engaging in "implementation" procedures.
