  Annotation: This booklet presents an overview of Federal requirements, existing programs, and the development of programs by recipients of Federal financial assistance to support those individuals with limited English proficiency (LEP).
  Abstract: The Office of Civil Rights, U.S. Department of Justice (DOJ), requires that all recipients of Federal financial assistance from DOJ comply with Federal laws prohibiting the discrimination on the basis of race, color, religion, national origin, and sex, as well as those with limited English proficiency (LEP). This refers to those whose primary language is not English and are limited in their ability to read, speak, write, or understand English. Under Executive Order 13166, Federal Government and grant recipients must take reasonable steps to ensure that people with LEP have access to programs, services, and information. This booklet examines how funded agencies and programs have been developed and effective in responding to the needs of culturally and linguistically diverse groups. This is shown through a survey conducted on the federally funded Weed and Seed programs highlighting the many current and developing strategies to support their LEP residents. The booklet summarizes many tips and tools provided via a developed Web site which offers guidance, compliance information, and resources regarding language access issues. The booklet outlines components necessary in the development of LEP programs across the country. In addition to linguistic competency, individuals and organizations need to develop cultural competency so that they are able to respond effectively to all of their clients’ cultural needs.
