According to the Department of Homeland Security (DHS), even the best prepared States and localities do not possess adequate resources to respond to the full range of terrorist threats faced by the United States. So, the issue then becomes what can be done to better equip and educate the Nation’s first responders. This article begins by first addressing the material resources, specifically new resources, such as surplus material, the reuse of seized property, the going-out-of-business sales, and goods purchased through the General Services Administration (GSA). In addition to material resources, funding resources are available through Federal grants, corporate grants, and foundation grants. In addition to material and funding opportunities, it is beneficial to consider other unique ways to enhance first responder capabilities, such as local colleges, in-house brainpower, and existing training resources from related groups.
