This report represents the Fiscal Year (FY) 2007 budget submission for the Maryland Department of Juvenile Services (DJS).
Abstract
The report is organized according to six programs: Leadership Support, Departmental Support, Residential Services, Health Services Division, Community Services Supervision, and Region Operations. Program descriptions, mission, key goals, objectives, and actual and estimated data on performance measures are outlined for each program. Data on four main goals, along with their particular objectives and performance measures, are presented for the Leadership Support program. These goals include: (1) youth are safe in DJS facilities and programs; (2) DJS serves youth in the least restrictive and most appropriate environment; (3) DJS has adequate, professional, and well-trained staff; and (4) DJA maintains effective monitoring and evaluation of all service contracts. Data on performance measures for these goals are offered for past years and are estimated for 2006 and 2007 in most cases. Goals and their corresponding data relating to residential services include: (1) youth are safe while in residential programs; (2) all DJS youth is residential placement receive appropriate education while in residential care; and (3) all DJS youth released from residential programs are appropriately placed in school upon return to the community. The data for the Health Services Division is organized under the goal of providing health care treatment to all youth with an identified health care need who enter a DJS residential program. The two main Community Services Supervision goals include placing youth in the least restrictive and most appropriate environment and providing appropriate services and interventions to all youth referred to the DJS.
