The key components of all Kentucky drug courts are based in the recommendations contained in Defining Drug Courts: The Key Components, a publication of the U.S. Justice Department's Drug Courts Program Office. After listing the 10 key components, the manual outlines the role of each member of the Juvenile Drug Court Team. This is followed by a general statement of the nature of drug courts as oriented toward the treatment of offenders whose major problems stem from substance abuse. A specification of entrance requirements focuses on the agreement of participation, drug screens, and assessment. A section on types of drug court referrals distinguishes the probation track and the diversion track. The profile of the diversion track addresses diversion eligibility screening, diversion eligibility criteria, and diversion acceptance. Violent offenders are prohibited from participating in drug court programs. A section of the manual presents the Federal definition of a "violent offender." The manual also specifies procedures for supervising drug court participants. Supervision involves developing individualized program plans that outline overall program goals and Phase I goals. As participants advance to the next phase, progress is reviewed and new goals are established. Minimal requirements are listed for each of the following program phases: the "stabilizing period," the "educational period," and the "self-motivation period." Other sections of the manual describe procedures for aftercare, statistical reporting, incentives, sanctions, and termination. Copies of 22 court forms are included in the manual.
