This article examines the development and implementation of a professional education program for law enforcement managers similar to and modeled after the professional military education (PME) approach.
Abstract
A graduate-level, multi-agency, professional approach modeled after professional military education (PME) represents an excellent way for local, State, and Federal law enforcement and national security partners to significantly improve the education, preparation, and development of their senior mid-level managers. This type of educational program builds stronger partnerships between law enforcement agencies, intelligence agencies, and military services. It is another step in the development of United States law enforcement education. The FBI Academy identified that historically they have relied heavily upon on-the-job training and would benefit from additional comprehensive formalized instruction for mid-level managers. The professional military education (PME) system is designed to educate and prepare officers to operate in a joint environment and equip them with the ability to generate quality tactical, operational, and strategic thought. The U.S. Marine Corps University is the primary provider of resident PME. This article examines the development and implementation of a professional education program model similar to the PME to provide a pragmatic and academically challenging graduate-level course of study in a multi-agency environment and increase professional competencies of law enforcement and national security managers in maintaining the security of the United States.
