This report is intended as a guide for dependent youth in out-of-home care or substitute care in Pennsylvania, providing tips on how to advocate for themselves.
Abstract
Beginning with simple definitions of important terms and people this guides assists youth in being their own best advocate while in substitute care. The guide continues with information on the rights of youth in care, entering and exiting the child welfare system (i.e. visiting family, placements and rules in placements, confidentiality of records and property, independent living services, getting out of substitute care, staying in care past age 18, teen parents in care, lawyers and court), planning for after leaving care, health care and health insurance, getting an education, getting a job and job training, finding a place to live, immigration issues, getting their juvenile record expunged, and things to have and to do before leaving care. This guide contains comprehensive information that applies to all youth in substitute care in Pennsylvania. It provides tips on how to advocate for oneself so that youth can get what they need and meet their goals for the future. The guide offers suggestions in all the areas stated above.
