This report presents the results of an inquiry into the potential of extending outcall prostitution services for licensed brothels and/or escort services in Queensland, under the Prostitution Act of 1999 and the potential for adverse consequences for such legalization.
Abstract
It is the view of the Crime and Misconduct Commission (CMC) that legalizing outcall prostitution services from either licensed brothels or independent escort agencies would pose too many risks to the legal prostitution industry in Queensland, Australia and have a potentially detrimental impact on the Queensland community. Recommendations are presented that should create a more equitable situation for legal operators, like brothels, and decrease the attraction of working for illegal operators. Recommendations include: adopting a model for a multi-pronged approach to attack illegal prostitution in Queensland which includes include four key areas: regulating social escort providers, tightening the existing advertising policies, improving police enforcement measures, and improving the safety of sole operators. Additional recommendations are presented which are embedded in these key areas. The Prostitution Act 1999 required the CMC to review the effectiveness of the Act. From this review, key stakeholders advocated that licensed brothels be allowed to provide outcall services. This report provides information about the CMC’s public inquiry into whether outcall services should be legalized from licensed brothels and/or escort agencies. The CMC took a staged approach to the brothel and escort service and the CMC received more than 40 written and oral submissions of the inquiry. The submissions showed a marked division of views on whether licensed brothers and/or escort agencies should be allowed to provide outcall services. Tables, appendixes 1-3 and references
