In the year 2005, Hong Kong continued to face the dilemma of overcrowded penal institutions, especially female institutions where the occupancy rate was 176 percent. At the end of the year, there were 11,311 prisoners compared with 11,052 places. The Hong Kong Correctional Services Department put a number of projects into place to cope with the demand of penal space: the redevelopment of Lo Wu Correctional Institution and the redevelopment of staff quarters at Lai Chi Kok Correctional Institution to provide 650 places. In order to provide rehabilitative services, the Department is fostering a strong partnership with the private sector, such as with the School of Continuing and Professional Education of the City University. Continuous efforts are made to rehabilitate offenders. Adult offenders are encouraged to pursue educational studies after work and assistance is provided through staff and volunteers. Two major jobs were undertaken by staff with the closure of Victoria Prison and the opening of Castle Peak Bay Immigration Center. This report presents the activities and accomplishments of the Hong Kong Correctional Services Department for the year 2005 in the areas of operations and institutional management, human resource management, quality assurance, administration, correctional services industries, and environmental protection.
