This report presents the January 2006 meeting of the Ad Hoc Committee, which met in Vienna to negotiate a Convention against Corruption.
Abstract
The meeting was held for the purpose of submitting the draft text of the rules of procedure of the Conference of the States Parties, as well as other rules described in article 63 of the Convention. The introduction explains the background to this Ad Hoc Committee meeting. In a resolution on December 4, 2000, the General Assembly of the United Nations established an ad hoc committee for the negotiation of a Convention against Corruption. The United Nations Convention against Corruption was adopted on October 31, 2003. One of the requirements of the Ad Hoc Committee was that they convene a meeting in order to prepare the draft text of the rules of procedure of the Conference of the States Parties. The organization of the session is presented, including notes on welcoming remarks, attendance, adoption of the agenda, and organization of the work. The Ad Hoc Committee considered all the provisions of the draft rules of procedure for the Conference of the States Parties to the United Nations Convention against Corruption. Notes are presented on their deliberations of specific rules. For example, with respect to rule 12, which covers the representation of states parties, the Ad Hoc Committee underscored the importance of states including experts in their delegations to serve as advisors.
