This self-instruction manual, developed by the National Institute of Corrections and State inspection agencies, is intended as a practical and effective training tool for every State inspection agency and provides a frame of reference for the new jail inspector’s role and responsibilities.
Abstract
The supervisors guide has seven chapters (legal issues, standards, the inspection process, facility design, communications, government structures and processes, and resources) which correspond to the chapters in the Jail Inspection Manual. The guide’s chapters are in the following format: chapter overview, performance objectives and related questions and/or answers, bibliography, and discussion topics. The most important part of the supervisor’s guide is the discussion topics at the end of each chapter. They are designed to help focus the new inspector’s learning on the particular needs of the agency and State. The role of today’s jail inspector reflects the complexity of jails. Assessing compliance with standards is only part of their role. The inspector must also be prepared to serve as communicator, facilitator, and consultant. In other words, they must be able to help a jail identify and solve its problems. For this reason, the need for effective training is clear. The National Institute of Corrections working with State inspection agencies developed the first Jail Inspection Basics self-instruction manual. It has been in use since 1990.
