This report presents the guidelines of the Scientific Working Group on DNA Analysis Methods (SWGDAM) for training new personnel in forensic laboratories performing DNA analysis.
Abstract
The training protocol presented employs a module system and the successful completion of each module is the goal of the trainee. Although the content is intended for new employees, it may be tailored to fit various job descriptions and prior training experience. Laboratories are directed to develop forms that track completion of the specified tasks in the training program and written and/or oral examinations covering a range of topics. The components of the training program include modules focusing on: (1) an introduction to the laboratory and to the training program; (2) evidence handling; (3) foundational scientific knowledge; (4) applied scientific knowledge; (5) laboratory analysis; (6) report writing; (7) legal issues; and (8) final examination. Within each training module, the goal of the module is described followed by the specific tasks to be undertaken by the trainee, reading assignments, and the assessment protocol. For example, the goal of the module on evidence handling is to instruct trainees on evidence handling protocols in forensic laboratories. The tasks include instruction on sample collection, packaging, and storage; chain of custody, receiving, and handling evidence; contamination issues; case acceptance policy; consumption of evidence; and laboratory documentation policies. The reading assignment is the laboratory evidence-handling protocol and the assessment will be completed by technicians. These training guidelines were developed on the basis of the Federal Bureau of Investigation (FBI) Director’s quality assurance standards and on input from members of SWGDAM. References, bibliography
