This report presents program highlights and accomplishments for the Pennsylvania Commission on Crime and Delinquency (PCCD) for 1997.
Abstract
Report highlights on accomplishments and activities for the PCCD for 1997 include: (1) PCCD in conjunction with the Pennsylvania State Police and the Lower Allen Township Police Department unveiled new telecommunications technology connecting the State Police Automated Fingerprint Identification System to Livescan fingerprinting devices in various law enforcement agencies across the State; (2) implementation of outreach activities for the Victims Compensation Program; (3) PCCD's Deputy Sheriffs' Education and Training Board certified 174 deputy sheriffs through its basic and waiver training courses and provided continuing education training to approximately 600 deputies; (4) continued its Balanced and Restorative Justice (BARJ) Initiative in order to assist counties in implementing the new juvenile justice system mission as stated in Act 33 of Special Session No. 1 of 1995 (12 new counties received funding awards to implement BARJ projects); (5) funded training for a cadre of 10 Pennsylvania-based Communities That Care (CTC) trainers to increase the State's ability to provide CTC training to all interested trainers; (6) provided victim-related training to over 200 victim service providers on elder abuse, balanced approach, and restorative justice in the juvenile justice system and key offender issues for victim advocates; (7) awarded 243 grants totaling over $18.1 million in Drug Control and System Improvement (DCSI) funds, including 126 new criminal justice improvement efforts, and continuation funding support for 64 second-year and 53 third-year projects; (8) expanded the STOP Violence Against Women Program effort from 30 to 41 counties and provided regional training to law enforcement officers, prosecutors, and victim service professionals; (9) provided over $900,000 in DCSI support for new victim-related initiative; and (10) made 1,976 awards for more than $5 million in victims' compensation payments to victims of crime and other claimants.
