Highlights of the pilot study findings include: (1) sexual victimization that occurs in the public transport system is very often repeat victimization; (2) data indicated that both victims and nonvictims underestimated the actual risk; and (3) sexual victimization in the public transport system is not a kept secret; 79 percent of the female participants shared the event with others compared to 70 percent of the male participants. Sexual victimization of passengers in the public transport system, a mostly unspoken or hidden problem, is the topic of the Asian Passengers’ Safety Study. The study was a comprehensive comparative research project on the sexual molestation of passengers in the public transport systems of various Asian countries. This paper contends that social problems have to be created and describes the early developmental stages of the problem in Japan. In 2006, the research group on Passengers’ Safety in Public Transport conducted a pilot study in Jakarta. The study was conducted about the victimization of students in public transport systems, focusing on repeat victimization and related theoretical perspectives. The data were collected by means of anonymous questionnaires applied to a sample of university students. Bibliography
