In examining program evaluation issues related to female offenders, this chapter identifies elements of successful programs including staff characteristics, such as a caring attitude and personal experience with criminal activity, female staff, and specific skills training relevant to work among others. Consistent with a major theme of this book, successful programs also employ a comprehensive and holistic strategy aimed at addressing women’s multiple needs in a continuum of care. It is recommended and argued that both qualitative and quantitative methods be adopted when conducting program evaluations, as they measure different program aspects. The chapter provides suggestions for evaluating individual programs. References
