Reports of member states indicate that they have adopted measures to reduce the use of detention, including pretrial detention, for juveniles. Several member states have developed programs for diversion, restorative justice, and alternatives to imprisonment. Technical assistance has been offered to member states by the Interagency Panel on Juvenile Justice and its members. Recommendations are offered for actions by the United Nations Economic and Social Council's Commission on Crime Prevention and Criminal Justice related to resolution 2007/23. It is recommended that member states be invited to provide resources to the secretariat of the Interagency Panel and the members of the panel so that they can continue to provide, upon request, high-level technical assistance to members states. Also, the Commission should encourage the Interagency Panel, its secretariat, and its members to continue to provide technical assistance to member states in implementing international standards and the guidance note of the Secretary-General on the United Nations approach to justice for children, particularly through joint programming. Finally, the Commission should invite member states and other donors to provide resources to the United Nations Office on Drugs and Crime for the purpose of providing to member states, upon request, technical assistance in the area of child justice reform, particularly those member states that referred to technical assistance needs in response to resolution 2007/23.
