This paper provides information on the progress made in 2008 by the Terrorism Prevention Branch of the United Nations Office on Drugs and Crime in delivering technical assistance on legal and related capacity-building matters in the area of counterterrorism, in fulfilling its mandates, and in implementing the United Nations Global Counter-Terrorism Strategy and the strategy for the period 2008-2011.
Abstract
Highlights of conclusions and recommendations made in relation to the progress made in 2008 on implementing the international conventions and protocols related to terrorism by the Terrorism Program Branch of the United Nations Office on Drugs and Crime (UNODC) include: 1) the scope of legal and related capacity-building technical assistance in the area of counterterrorism has consistently expanded since 2003 in terms of its geographical reach, the number of countries receiving assistance, and the substantive content of the assistance provided; 2) efforts are needed to build and transfer specialized legal knowledge and expertise to help strengthen the capacity of national criminal justice systems in the application of the legal regime against terrorism in conformity with the rule of law; 3) enhanced efforts for integrating the pertinent aspects in all relevant substantive areas of its mandates and work; 4) provide further guidance with regard to the reinforcement of the technical assistance work of UNODC on counterterrorism issues; and 5) provide further guidance concerning the involvement of UNODC in the work of the Counter-Terrorism Implementation Task Force.
